Enabling Growth, Shaping Change, Financing Germany’s Mittelstand
Germany is at a turning point: either we carry our industrial strength into the next decade or lose competitiveness – especially in the SME sector.
Germany is at a turning point that will determine whether we carry our industrial strength into the next decade or lose competitiveness. For the Mittelstand in particular—the backbone of our economy—this is a period of major challenges, but also of opportunity.
„Given Germany’s substantial investment needs, public funding, such as that provided through the government’s infrastructure package, will not be sufficient on its own.“Deputy Chairman of the Board of Managing Directors of Commerzbank
Financing Conditions for the Mittelstand
Companies in Germany are under pressure. After five years of effective stagnation, 2026 is proving to be another year of weak growth despite the government’s infrastructure package. Moreover, companies have already been contending with a deterioration in Germany’s attractiveness as a business location for more than a decade. Surveys point to the familiar challenges: excessive bureaucracy, high energy costs and poor infrastructure. Companies need reliable framework conditions and dependable banking partners for investment.
Factors Hindering Investment from the Company Perspective
This requires faster reforms and targeted growth stimulus. The transformation must be economically sustainable and strengthen industrial value creation in Germany; only then can the country safeguard and expand its economic strength.
Banks are called upon to translate these impulses into sustainable growth. Close cooperation among policymakers, business and society is crucial. The German economy—and the Mittelstand in particular—continues to have considerable potential. The task now is for policymakers to create the conditions that allow existing opportunities to be seized.
Trends
Given Germany’s substantial investment needs, public funding, such as that provided through the government’s infrastructure package, will not be sufficient on its own. Private capital and a real European capital market are also needed. Initiatives such as “Made for Germany” demonstrate the business community’s strong willingness to take responsibility. At the same time, we must improve access to equity and venture capital for growth-oriented companies, many of which are part of the Mittelstand.
Commerzbank is leading the way by developing new solutions for fast growing innovative companies with a strong ESG focus and for scale-ups in the defence sector. These offerings complement our long-established and successful financing solutions for emerging growth companies. In doing so, we are deliberately bridging a financing gap between traditional venture capital and conventional bank financing for Mittelstand companies. Our lending decisions are guided primarily on the future viability of the technology used, its growth potential, and typically the presence of initial customer orders, as well as by the level of equity already committed by investors.
Forms of financing
The various forms of financing should work hand in hand, especially for emerging companies. A functioning ecosystem of venture capital, growth equity and bank financing is important for the Mittelstand. Strong venture and growth capital markets enable technologies to reach market maturity, only then can banks step in with debt capital. This creates a flow of potential deals and solutions for Mittelstand companies to invest in, license or integrate into their value chains.
Role of Banks
The role of banks is to provide capital and work through investment decisions with companies: How robust is the business plan? What risks exist? How can financing remain viable even in more difficult years? A precise understanding of each company’s sector is essential, providing the basis for lending decisions on investments in Germany and internationally.
Despite the many challenges, the Mittelstand can continue to serve as an engine of growth, innovation and stability in Germany and Europe by acting swiftly, decisively and with a clear focus on future viability. Germany’s banks are ready to play an active role in shaping this future.
